What will it take to create new chat service?

Subject: What will it take to create new chat service?
Hi,
  As title suggests I am thinking about creating own chat service. I am a student and have few good ideas.
1) What things I will need to consider?
2) How much will it cost to create such service?

choose one of the server, install it and you are done.

There are many free servers available. So teh only costs you have is your server hardware and the bandwidth or hosting.
